You only pay for the athletes you evaluate, usually your competitive and academy players. Anyone scored in an evaluation cycle during your plan year counts.
Everyone else gets a free record: rec players, younger age groups, anyone you don’t evaluate. They’re on your rosters and in the system, and if you evaluate them later, they join your plan.
